เทคโนโลยีกำลังเปลี่ยนแปลงวิถีชีวิตของผู้คนอย่างรวดเร็ว อินเทอร์เน็ตได้เปลี่ยนแปลงวิธีการรับข้อมูลข่าวสาร การติดต่อสื่อสาร การดำเนินธุรกิจ และการตัดสินใจต่างๆ ในชีวิตประจำวันของเรา ในขณะเดียวกันอินเทอร์เน็ตก็นำมาซึ่งโอกาสมากมายหลายด้าน ไม่ว่าจะเป็นการเรียนรู้ หรือการสร้างรายได้  พันธกิจของ Google คือการจัดระเบียบข้อมูลของโลก และทำให้ข้อมูลสามารถเข้าถึงและเป็นประโยชน์ได้อย่างทั่วถึง เราไม่เพียงแต่มุ่งมั่นพัฒนาผลิตภัณฑ์ที่เป็นประโยชน์ต่อผู้ใช้งานเท่านั้น แต่เรายังต้องการมีส่วนร่วมในการสร้างทักษะที่จำเป็นสำหรับผู้คนเพื่อช่วยให้พวกเขาประสบความสำเร็จในยุคดิจิทัล

ด้วยเหตุนี้เราจึงรู้สึกภูมิใจและยินดีเป็นอย่างยิ่งที่ได้ร่วมมือกับสำนักงานส่งเสริมเศรษฐกิจดิจิทัล หรือ ดีป้า ภายใต้การกำกับดูแลของกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม เพื่อริเริ่มโครงการฝึกอบรมหลักสูตร “การพัฒนาทักษะและการเป็นพลเมืองดิจิทัล” (Digital Citizenship) ให้กับผู้นำชุมชน จำนวน 3,000 แห่งในโครงการเน็ตประชารัฐ ซึ่งเป็นการขยายเครือข่ายอินเทอร์เน็ตความเร็วสูงและ Wi-Fi ไปยัง 24,700 หมู่บ้านทั่วทุกภูมิภาคของประเทศ ตามนโยบายของรัฐบาลในการขับเคลื่อนประเทศสู่ Thailand 4.0 โดยเราได้ประกาศความร่วมมือกับกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคมภายในงาน Digital Thailand Big Bang 2017 เมื่อปีที่ผ่านมา

ภายใต้ความร่วมมือนี้ Google ได้พัฒนาหลักสูตรที่ครอบคลุมเกี่ยวกับการพัฒนาทักษะและการเป็นพลเมืองดิจิทัลให้กับผู้นำชุมชน พร้อมทั้งจัดวิทยากรฝึกอบรม จัดโปรแกรมฝึกอบรมความรู้พื้นฐานเกี่ยวกับวิธีใช้แพลตฟอร์มดิจิทัลที่มีประโยชน์ต่อชุมชน สร้างความรู้และความเข้าใจในบทบาทและหน้าที่ของพลเมืองดิจิทัลที่ดี และสร้างเว็บไซต์สำหรับนำเสนอเนื้อหาและวิดีโอประชาสัมพันธ์เกี่ยวกับโครงการฝึกอบรมฯ โดยมีเป้าหมายในการเสริมสร้างทักษะดิจิทัลแก่ประชาชน ส่งเสริมการใช้เทคโนโลยีดิจิทัลอย่างสร้างสรรค์ ปลอดภัย และมีความรับผิดชอบต่อสังคม สร้างความรู้และความเข้าใจในบทบาทและหน้าที่ของพลเมืองดิจิทัลที่ดี เพื่อให้ประชาชนสามารถใช้เทคโนโลยีดิจิทัลให้เกิดประโยชน์สูงสุด ไม่ว่าจะเป็นการเพิ่มพูนความรู้ การสร้างรายได้ หรือการสร้างโอกาสและพัฒนาศักยภาพทางธุรกิจ อันนำไปสู่การมีคุณภาพชีวิตที่ดีขึ้น และช่วยขับเคลื่อนเศรษฐกิจและสังคมในชุมชนของพวกเขาให้เติบโตอย่างมั่นคงและยั่งยืน

ดีป้าได้จัดทำ “คู่มือพลเมืองดิจิทัล” เพื่อให้ประชาชนเท่าทันความเปลี่ยนแปลงในยุคดิจิทัล  โดยเนื้อหาในคู่มือฉบับนี้ถูกแบ่งออกเป็น 6 บทดังนี้

• บทที่ 1 เรื่องความเป็นพลเมืองดิจิทัล: พลเมืองแห่งศตวรรษที่ 21 ซึ่งกล่าวถึงนิยามความเป็นพลเมืองดิจิทัล และวิเคราะห์ถึงปัจจัยที่ทำให้อินเทอร์เน็ตกลายเป็นเทคโนโลยีแห่งศตวรรษที่ 21 ในการปฏิวัติทางเทคโนโลยีและสังคม
• บทที่ 2 เรื่องทักษะแห่งศตวรรษใหม่: ทักษะและความรู้ดิจิทัล บทเรียนในส่วนนี้จะช่วยให้เราเข้าถึง วิเคราะห์ ประเมิน สร้างสรรค์ ไตร่ตรอง จัดการ และใช้ประโยชน์จากข้อมูลและสารสนเทศออนไลน์ รวมถึงใช้เครื่องมือดิจิทัลในการสื่อสาร ทำงานร่วมกับผู้อื่น หรือกระทั่งขับเคลื่อนการเปลี่ยนแปลงในสังคมได้อย่างมีประสิทธิภาพ
• บทที่ 3 เรื่องความปลอดภัยแห่งศตวรรษที่ 21: บทเรียนในส่วนนี้ชี้ให้เห็นว่าโลกอินเทอร์เน็ตก็ไม่ต่างจากโลกจริงที่มีความเสี่ยง เราจำเป็นต้องเรียนรู้ให้เท่าทันความเสี่ยงรูปแบบใหม่ๆ ที่เกิดขึ้นตามพัฒนาการของเทคโนโลยี เช่น มัลแวร์ การรังแกออนไลน์ การเก็บข้อมูลส่วนบุคคล รวมถึงหาวิธีรับมือกับความเสี่ยงเหล่านี้
• บทที่ 4 เรื่องสิทธิและความรับผิดชอบแห่งศตวรรษที่ 21: การเรียนรู้และเข้าใจถึงสิทธิและความรับผิดชอบในยุคดิจิทัลมีความสำคัญต่อการเป็นพลเมืองที่ดีและการสร้างสังคมที่ดีในเวลาเดียวกัน
• บทที่ 5 เรื่องโอกาสแห่งศตวรรษที่ 21: อินเทอร์เน็ตสร้างโอกาสทางสังคม เศรษฐกิจ การเมือง การเรียนรู้ รวมไปถึงการพัฒนาตัวเองในด้านต่างๆ แต่จำเป็นต้องมีการปรับเปลี่ยนแนวคิดและวิถีปฏิบัติทั้งในระดับสถาบันและระดับปัจเจกเพื่อแปลงศักยภาพของอินเทอร์เน็ตให้เป็นโอกาสอย่างแท้จริง
• บทที่ 6 เรื่องความท้าทายแห่งศตวรรษที่ 21: พลเมืองดิจิทัลต้องเข้าใจประเด็นท้าทายใหม่ๆ เช่น ช่องว่างทางดิจิทัล ระบอบลิขสิทธิ์กับวัฒนธรรมเสรี ความเป็นกลางของเครือข่าย เป็นต้น  และมีส่วนร่วมในการกำหนดเงื่อนไขที่ช่วยให้อินเทอร์เน็ตส่งเสริมสังคมที่เราอยากเห็น

Technology is changing people ways of life at a tremendous speed. Internet has changed the way people receive information, communicate with one another, conduct business and make decisions in their daily lives. Internet has brought big opportunities in many ways from learning to income generation. At Google, our mission is to organize the world's information and make it universally accessible and useful. We do not only develop great products for users, we also want to contribute to building the necessary skills for people to be successful in the digital world.

For this reason, we are pleased and proud to be a strategic partner of the Digital Economy Promotion Agency (depa) under the Ministry of Digital Economy and Society (MDES) to embark on the “Digital Citizenship” training program to foster digital skills among leaders of 3,000 communities under the Netpracharat project that provides access to high-speed internet and Wi-Fi for people in the 24,700 villages throughout Thailand, which is part of the government’s masterplan to move the country towards Thailand 4.0., following the partnership announcement at Digital Thailand Big Bang 2017.

Google supported the training program by providing comprehensive curriculum on digital citizenship, trainers, trainings on the use of digital platforms to benefit community, website for hosting content and promotional video, as well as educating and promoting better understanding of the role and responsibilities of a good digital citizen, which will enable them to make the most of digital technology help promote quality community leaders and encourage them to make the most of digital technology, from knowledge enhancement, income generation, to generating business opportunities and enhancing business potential, which will lead to better quality of life and contribute to steady, sustainable social and economic growth.

To prepare Thai people to be able to cope with changes in the digital era, depa has developed “Digital Citizenship Handbook” which is divided into 6 parts.  

• Part 1 Digital Citizenship: This part is about citizens of the 21st century, the definition of digital citizenship and factors that make the internet become a significant technology for social and technological revolution in the 21st century
• Part 2 The Skills of the 21st Century: The second part of the handbook is dedicated to digital literacy and skills. It aims to educate people on how to access, analyze, evaluate, think over, manage, and utilize data and information received from online platform, as well as to use digital tools for communications, working with other people, or driving changes in society effectively.
• Part 3 Security in the 21st Century: The part outlines risks in the online world that can come in many different forms following the advancement in technology such as malware, cyberbullying and collection of personal information, and how to deal with these risks. 
• Part 4 Rights and Responsibilities in the 21st Century: This part is about learning and understanding of rights and responsibilities in the digital era that are essential for being a good citizen and building the good society at the same time.
• Part 5 Opportunities in the 21st Century: The internet creates tremendous opportunities for society, economy, politics and education, as well as personal development in various aspects. ็However, there is a need to change the concepts and practices at both institutional and individual levels to turn the potential of the internet into real opportunities.   
• Part 6 Challenges of the 21st Century: Digital citizens need to understand new challenges such as digital divide, copyright system and free culture, and net neutrality, and participate in determining the conditions that help the internet promote the society we want.
