กรุงเทพฯ 8 ธันวาคม 2566: Google ประเทศไทย จัดงาน “Digital Samart Thailand” ตอกย้ำความมุ่งมั่นในพันธกิจภายใต้แนวคิด ‘Leave No Thai Behind’ พร้อมเผยความคืบหน้าล่าสุดในการดำเนินงานที่จำเป็นต่อการส่งเสริมประเทศไทยให้เติบโตในเศรษฐกิจ AI ซึ่งได้แก่ ความร่วมมือกับรัฐบาลไทยในการร่างนโยบายการใช้งานระบบคลาวด์เป็นหลัก (Cloud-First Policy) ความร่วมมือด้าน Generative AI (Gen AI) กับ 3 หน่วยงานภาครัฐ และการมอบทุนการศึกษาภายใต้หลักสูตร Google Career Certificates เพิ่มเติมจำนวน 12,000 ทุน พร้อมเพิ่ม 4 หลักสูตรใหม่ เพื่อช่วยให้คนไทยมีทักษะดิจิทัลที่จำเป็นสำหรับสายงานที่มีความต้องการสูงและปูทางสู่อาชีพในอนาคต โดยโครงการริเริ่มทั้งหมดนี้เป็นส่วนหนึ่งของความร่วมมือ 4 เสาหลักระหว่าง Google และรัฐบาลไทยเพื่อเสริมขีดความสามารถในการแข่งขันด้านดิจิทัลของประเทศไทย ซึ่งได้แก่ การต่อยอดการลงทุนในโครงสร้างพื้นฐานด้านดิจิทัล การวางหลักเกี่ยวกับนโยบายการใช้งานระบบคลาวด์เป็นหลัก (Cloud-First Policy) การส่งเสริมการใช้ AI อย่างมีความรับผิดชอบและปลอดภัยเพื่อยกระดับการให้บริการของภาครัฐ และการทำให้คนไทยสามารถเข้าถึงทักษะด้านดิจิทัลได้มากขึ้น

แจ็คกี้ หวัง Country Director, Google ประเทศไทย กล่าวว่า “ตลอดกว่าทศวรรษที่ผ่านมา Google ยังคงมุ่งมั่นส่งเสริมการเติบโตของเศรษฐกิจดิจิทัลไทย เราดีใจเป็นอย่างมากที่ได้ทราบว่า การที่ธุรกิจต่างๆ ในไทยนำผลิตภัณฑ์และโซลูชันที่ทํางานด้วยระบบ AI ของ Google ไปใช้ทำให้เกิดมูลค่าทางเศรษฐกิจกว่า 1.5 แสนล้านบาทในปี 2565 นอกจากนี้ ยังส่งผลให้ธุรกิจขนาดกลางและขนาดย่อมได้ร้บผลประโยชน์ทางเศรษฐกิจถึง 7.4 หมื่นล้านบาท และสนับสนุนการจ้างงานในประเทศทั้งทางตรงและทางอ้อมกว่า 250,000 ตำแหน่ง นี่เป็นอีกหนึ่งข้อพิสูจน์ถึงพลังของเทคโนโลยีในการขับเคลื่อนการเติบโตทางเศรษฐกิจและสร้างโอกาสใหม่ๆ และเราภูมิใจเป็นอย่างยิ่งที่ได้มีส่วนช่วยส่งเสริมการเติบโตของเศรษฐกิจดิจิทัลไทยในระยะยาว”

ความร่วมมือในการร่างนโยบาย Cloud-First และการเร่งให้เกิดนวัตกรรม AI ในส่วนภาครัฐ

ภายในงาน นายกรัฐมนตรีได้ประกาศเกี่ยวกับการพัฒนานโยบาย Go Cloud First โดยได้นำคำแนะนำและแนวทางปฏิบัติแนะนำระดับนานาชาติจาก Google มาเป็นแนวทางในการร่างนโยบายฯ เช่น การอนุญาตให้มีการไหลเวียนอย่างอิสระของข้อมูลพร้อมด้วยการปกป้องความเป็นส่วนตัวและความปลอดภัยผ่านคีย์การเข้ารหัส และการกำหนดประเภทของข้อมูลที่อาจจะต้องจัดเก็บไว้ในสภาพแวดล้อมของคลาวด์ที่ตัดขาดการเชื่อมต่ออย่างสมบูรณ์แบบ (Fully air-gapped) โดยคณะรัฐมนตรีได้อนุมัติข้อเสนอแนะของนายกรัฐมนตรีที่มอบหมายให้กระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม (MDES) เป็นผู้เร่งดำเนินการตามนโยบายนี้ โดยจะประกาศรายละเอียดเพิ่มเติมในไตรมาสที่ 1 ของปี 2567

นอกจากนี้ Google Cloud ยังได้ประกาศความร่วมมือด้าน Generative AI กับกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม กระทรวงคมนาคม และสถาบันข้อมูลขนาดใหญ่ (องค์การมหาชน) (Big Data Institute: BDI) โดยบุคลากรจากทั้ง 3 องค์กรนี้จะได้รับการฝึกอบรมภาคปฏิบัติจากทีมวิศวกรของ Google Cloud เพื่อนำมาประยุกต์ใช้เพื่อให้เกิดประโยชน์ในวงกว้างโดยใช้เทคโนโลยี Generative AI รวมไปถึงการใช้ Vertex AI เพื่อจัดทำโซลูชันของตัวเอง และด้วยแพลตฟอร์ม Vertex AI ของ Google Cloud องค์กรต่างๆ สามารถเลือกโมเดล AI พื้นฐานทั้งของ Google และแบบโอเพนซอร์สกว่า 100 โมเดล เพื่อนำไปปรับใช้ในการสร้างโมเดลแบบกำหนดเองโดยใช้เครื่องมือและข้อมูลขององค์กรที่มีอยู่ และผนวกรวมโมเดลแบบกำหนดเองเหล่านี้เข้ากับบริการดิจิทัลขององค์กรเพื่อให้บริการแก่ผู้ที่เกี่ยวข้องได้ดียิ่งขึ้น

เศรษฐา ทวีสิน นายกรัฐมนตรี และรัฐมนตรีว่าการกระทรวงการคลัง กล่าวว่า “รัฐบาลไทยมีความยินดีเป็นอย่างยิ่งที่ได้ร่วมทำงานอย่างใกล้ชิดกับ Google เพื่อช่วยผลักดันให้ประเทศไทยเติบโตอย่างมีเสถียรภาพในยุคเศรษฐกิจดิจิทัลใหม่ที่ขับเคลื่อนด้วยพลังเทคโนโลยีสำคัญอย่างเช่น AI ในระบบคลาวด์ โดยความร่วมมือนี้จะช่วยสนับสนุนความจำเป็นเร่งด่วนของรัฐบาลที่อยู่ภายใต้ยุทธศาสตร์ชาติที่มุ่งเพิ่มโอกาสสร้างงานที่มีมูลค่าสูงและยกระดับคุณภาพชีวิตของคนไทย พร้อมทั้งยกระดับขีดความสามารถของประเทศไทยให้เป็นหนึ่งในจุดหมายหลักสำหรับการลงทุนของนักลงทุนชั้นนำจากทั่วโลก ผมต้องขอบคุณกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคมและสำนักงานคณะกรรมการส่งเสริมการลงทุนที่เป็นหัวเรี่ยวหัวแรงในการส่งเสริมและผลักดันความร่วมมือกับ Google ทั้งในเรื่องของ AI คลาวด์ และความมั่นคงปลอดภัยไซเบอร์”

“หลังจากการประชุมผู้นำความร่วมมือทางเศรษฐกิจในภูมิภาคเอเชีย-แปซิฟิก หรือ APEC รัฐบาลก็ได้เร่งดำเนินการในด้านต่างๆ เพื่อเสริมสร้างความแข็งแกร่งให้กับเศรษฐกิจไทย เรื่องแรกคือ การจัดทำนโยบาย Go Cloud First ที่เราได้ร่วมมือกับ Google ซึ่งเราตั้งเป้าที่จะนำนโยบายนี้ไปใช้โดยเร็วที่สุดเท่าที่จะทำได้ การนำเทคโนโลยีคลาวด์ไปใช้ในการดำเนินการของรัฐบาลจะช่วยปรับปรุงคุณภาพและความรวดเร็วในการให้บริการแก่ประชาชน เรื่องที่สอง เนื่องจากกิจกรรมทางเศรษฐกิจได้เปลี่ยนผ่านสู่ยุคดิจิทัล ความมั่นคงปลอดภัยไซเบอร์ (Cybersecurity) จึงเป็นเรื่องที่สำคัญมากในปัจจุบัน รัฐบาลกำลังวางแนวทางสำหรับกรอบการดำเนินการด้านการรักษาความมั่นคงปลอดภัยไซเบอร์แห่งชาติ (National Cyber Security Framework) โดยคณะกรรมการการรักษาความมั่นคงปลอดภัยไซเบอร์แห่งชาติ หรือ กมช. (National Cyber Security Committee: NCSC) จะเป็นผู้ดำเนินการในส่วนนี้ และเรื่องที่สาม รัฐบาลจะเร่งส่งเสริมการใช้ Generative AI เพื่อเพิ่มประสิทธิภาพและปรับปรุงการให้บริการแก่ประชาชน โดย Google Cloud จะช่วยจัดฝึกอบรมและมอบเครื่องมือที่จำเป็นแก่บุคลากรของรัฐ ทั้งหมดนี้คือการดำเนินการเชิงรุกของรัฐบาลในการยกระดับเศรษฐกิจไทยไปสู่เศรษฐกิจดิจิทัลและเศรษฐกิจ AI ยุคใหม่” เศรษฐา กล่าวเสริม

Karan Bajwa, Vice President, Asia Pacific, Google Cloud กล่าวว่า “จากผลวิจัยของเราพบว่า หากภาคส่วนและองค์กรต่างๆ ในประเทศไทยนำนวัตกรรม AI มาใช้งาน จะสามารถปลดล็อกผลประโยชน์ทางเศรษฐกิจได้อย่างน้อย 2.6 ล้านล้านบาทภายในปี 2573 อย่างไรก็ตาม เทคโนโลยีฮาร์ดแวร์และซอฟต์แวร์แบบดั้งเดิมนั้นยังขาดความสามารถในการปรับขนาดและความยืดหยุ่นเพื่อรองรับความต้องการด้าน AI ที่เพิ่มมากขึ้น ทำให้ความสามารถของเทคโนโลยี Cloud AI ที่ออกแบบมาเพื่อการใช้งานระดับองค์กรโดยเฉพาะกลายเป็นปัจจัยสำคัญในการกระตุ้นให้เกิดนวัตกรรม ดังนั้น เราจึงได้ร่วมมือกับรัฐบาลไทยในการร่างนโยบาย Go Cloud First เพื่อสร้างแนวทางที่ชัดเจนขึ้นสำหรับองค์กรต่างๆ ในการเข้าถึงความสามารถเหล่านี้ได้อย่างรวดเร็ว”

“ภายใต้ความร่วมมือกับกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม กระทรวงคมนาคม และสถาบันข้อมูลขนาดใหญ่ เราจะดำเนินการในขั้นตอนต่อไปในการเตรียมความพร้อมให้กับเจ้าหน้าที่ผู้ให้บริการแก่ประชาชนในการสร้างและปรับใช้โซลูชัน Generative AI โดยใช้ความสามารถของ Cloud AI เรากำลังดำเนินการตามเสาหลักความร่วมมือทั้ง 4 ข้อ โดยเป้าหมายของเราคือการทำให้องค์กรต่างๆ ได้รับประโยชน์ที่มีอยู่อย่างมากมายจากการใช้งาน Generative AI เพื่อช่วยพลิกโฉมเศรษฐกิจไทยและสร้างประโยชน์ในวงกว้างต่อคนไทยทุกคนได้อย่างรวดเร็ว” Karan กล่าวเสริม

การลดช่องว่างด้านทักษะดิจิทัลด้วยการมอบทุนการศึกษาเพิ่มเติม พร้อมด้วย 4 หลักสูตรใหม่

ในขณะที่กระบวนการเปลี่ยนผ่านสู่ระบบดิจิทัลกำลังแผ่ขยายไปทั่วประเทศไทยอยู่ในขณะนี้ ความต้องการด้านทักษะดิจิทัลก็เพิ่มขึ้นอย่างรวดเร็วเช่นกัน ดังนั้น การช่วยให้คนไทยเข้าถึงทักษะดิจิทัลได้มากขึ้นถือเป็นกุญแจสำคัญในการปลดล็อกโอกาสทางดิจิทัลให้กับทุกคน ท่ามกลางการขยายตัวอย่างรวดเร็วของเศรษฐกิจดิจิทัลในประเทศไทย จากรายงานผลลัพธ์ทางเศรษฐกิจฉบับล่าสุด มีการคาดการณ์ว่าประเทศไทยจะต้องการแรงงานที่มีทักษะดิจิทัลระดับสูงและระดับกลางเพิ่มอีก 600,000 คนภายในปี 2570 เพื่อรองรับการเติบโตของเศรษฐกิจดิจิทัล นอกจากนี้ยังระบุด้วยว่า การลดช่องว่างด้านทักษะความสามารถทางดิจิทัลด้วยการฝึกอบรมทักษะดิจิทัลสามารถเพิ่มมูลค่าให้แก่เศรษฐกิจไทยได้มากถึง 1 ล้านล้านบาทในปี 2573

ในเดือนตุลาคม 2565 Google ได้ประกาศเปิดตัวโครงการ “Samart Skills” ที่จัดทำขึ้นเป็นพิเศษสำหรับประเทศไทยภายใต้ Grow with Google เพื่อช่วยแก้ปัญหาช่องว่างด้านทักษะดิจิทัลด้วยการเปิดโอกาสให้คนไทยเข้าถึงการฝึกอบรมทักษะดิจิท้ลและนำความรู้ที่ได้ไปต่อยอดในสายอาชีพที่เป็นที่ต้องการของตลาดได้มากขึ้น ในระยะเวลา 1 ปีที่ผ่านมา มีผู้ที่จบหลักสูตรในโครงการ Samart Skills ไปแล้วจำนวน 5,500 คน โดย 85% ของผู้จบหลักสูตรได้รับโอกาสที่ดี อาทิ ได้งานใหม่ เลื่อนตำแหน่ง และปรับเงินเดือนใหม่ภายใน 6 เดือนหลังสำเร็จหลักสูตร

เนื่องจากความต้องการด้านทักษะดิจิทัลยังคงเพิ่มขึ้นอย่างต่อเนื่อง Google จึงได้ประกาศมอบทุนการศึกษาสำหรับใบรับรองทักษะอาชีพที่ใช้หลักสูตร Google Career Certificates เพิ่มเติมจำนวน 12,000 ทุน ให้กับสำนักงานคณะกรรมการส่งเสริมการลงทุน (BOI) และกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม (MDES) ไปจนถึงสิ้นปี 2567 ซึ่งทำให้มียอดรวมทั้งสิ้น 34,000 ทุน และเพื่อเป็นการรองรับความต้องการของตลาดแรงงานในปัจจุบัน Google ได้เพิ่มหลักสูตรสาขาอาชีพใหม่อีก 4 หลักสูตรเป็นภาษาอังกฤษ ได้แก่ ความปลอดภัยทางไซเบอร์ (Cybersecurity) การวิเคราะห์ข้อมูลขั้นสูง (Advanced Data Analytics) ธุรกิจอัจฉริยะ (Business Intelligence) และการสร้างระบบอัตโนมัติด้านไอทีด้วย Python (IT Automation with Python) ทำให้ตอนนี้มีหลักสูตรทั้งหมด 9 หลักสูตร

Google reaffirms its commitment to Leave No Thai Behind, helping the country thrive in the AI economy

Announcing progress on shaping a national cloud-first policy, generative AI collaborations with three public sector organizations, and an additional 12,000 Google Career Certificate scholarships

Bangkok, 8 December 2023: Today at the “Digital Samart Thailand” event, Google Thailand further deepened its commitment to ‘Leave No Thai Behind’ – sharing the latest progress of the key enablers necessary for the country to thrive in the AI economy. This includes working with the Royal Thai Government to co-create a cloud-first policy in Thailand and generative AI (gen AI) collaborations with three public sector organizations, as well as an additional 12,000 Google Career Certificate scholarships and four new Google Career Certificates to upskill Thais with in-demand digital skills and prepare them for the jobs of tomorrow. These initiatives are part of the four-pillar collaboration between Google and the Royal Thai Government to boost Thailand’s digital competitiveness: advancing digital infrastructure investments; anchoring on cloud-first policies; promoting secure and responsible AI adoption to transform public service delivery and making digital skills more accessible to Thais.

Jackie Wang, Country Director of Google Thailand: “Over the past decade, we have held ourselves to the commitment of supporting the growth of Thailand’s digital economy. We’re so humbled to learn that in 2022 alone, businesses in Thailand used Google's AI-powered products and solutions to unlock over 150 billion baht in economic benefits. In turn, this also contributed 74 billion baht in economic activities for local SMBs and supported both directly and indirectly more than 250,000 local jobs. This is yet another testament to the power of technology in driving economic growth and creating opportunities, and we’re so proud to play a part in the long-term growth of Thailand's digital economy.”

Co-creating a national cloud-first policy and accelerating AI innovation in the public sector

At the event, the Prime Minister announced that the government had developed a Go Cloud First Policy that incorporates recommendations and international best practices from Google, like permitting the free flow of data with privacy and security protections through encryption keys, and defining types of data that may need to be stored in a fully air-gapped private cloud environment. The Cabinet has approved the Prime Minister’s proposal to have the Ministry of Digital Economy and Society (MDES) accelerate the implementation of this Policy, with further details to be announced in Q1 2024.

Google Cloud also announced gen AI collaborations with MDES, the Ministry of Transport (MOT) and the Big Data Institute (BDI). Officials from these three AI pioneers will receive hands-on training from Google Cloud engineers to identify high-impact use cases that can be addressed with gen AI, and then use Vertex AI to build their own innovative solutions. Through Google Cloud’s Vertex AI platform, organizations can choose from 100+ Google and open-source foundation models, create their own custom models using in-built tools and enterprise data and integrate these custom models into their digital services to better serve stakeholders.

Srettha Thavisin, the Prime Minister of Thailand and Minister of Finance, said: “It is a great pleasure for the Royal Thai Government to work closely with Google to help Thailand achieve sustainable growth in the new digital economy, driven by key technologies such as cloud-based AI. I would like to thank the Ministry of Digital Economy and Society (MDES) and the Board of Investment of Thailand (BOI) for taking the lead on behalf of the government in strategic initiatives with Google in the areas of AI, cloud, and cybersecurity.”

“Since the conclusion of the Asia Pacific Economic Cooperation (APEC) Leaders' Meeting, the government has been speeding up efforts to strengthen the Thai economy. First, we have created a Go Cloud First Policy in collaboration with Google, which we aim to put into effect as soon as possible. Integrating cloud technologies into government operations will help us improve the quality and responsiveness of the services we provide to our citizens. Secondly, as economic activities transition online and cybersecurity becomes even more important, the government is laying the groundwork for a new National Cyber Security framework facilitated by the National Cyber Security Committee (NCSC). Thirdly, the government will take the lead in promoting gen AI adoption to boost productivity and improve the delivery of citizen-centric services with training and tools for officials provided by Google Cloud. These are the government’s proactive actions to help Thailand leapfrog into the new digital and AI economy,” Srettha added.

Karan Bajwa, Vice President, Asia Pacific, Google Cloud, said: “Our research reveals that at least 2.6 trillion baht in economic benefits can be unlocked by 2030 if local organizations embrace AI innovation. However, traditional hardware and software technology stacks lack the scalability and flexibility to handle the evolving demands of AI, making enterprise-ready cloud AI capabilities an essential enabler of innovation. We’ve therefore partnered with the government to shape its Go Cloud First Policy to create a clearer pathway for organizations to swiftly access these capabilities.”

“Through our collaborations with MDES, MOT and BDI, we’re going a step further to equip public service officers to build and deploy gen AI solutions using these capabilities. As we strive to make further progress across our four pillars of collaboration, our goal is to bring organizations on an accelerated journey toward extracting diverse benefits from gen AI adoption, at a scale that transforms the economy and delivers high-impact outcomes for citizens,” Karan added.

Bridging the digital skills gap with additional scholarships and four new Google Career Certificates

As digitalisation continues to spread across the nation, the demand for digital skills is growing just as fast. Ensuring that access to digital skills is available for more Thai people is key to unlocking digital opportunities amidst the rapid scaling of the digital economy in Thailand. In fact, according to the latest Economic Impact Report, it is estimated that Thailand will need 600,000 additional workers with advanced and intermediate digital skills by 2027 to support the growth of the digital economy. The same report also shows that by narrowing the digital talent gap, digital skills training can add THB 1.0 trillion to Thailand's economy by 2030.

In October 2022, Google introduced Samart Skills, an exclusive Grow with Google program for Thailand aiming to help bridge the digital skills gap with access to digital upskilling and in-demand jobs for more Thais. Since its inception, Google has trained 5,500 learners with 85% of graduates reporting a positive career outcome – such as a new job, promotion, or raise – within six months of completion.

As the demand for digital skills continues to grow, Google announced today that it is doubling down on its commitment with an additional 12,000 Google Career Certificate scholarships to the Board of Investments (BOI) and Ministry of Digital Economy and Society (MDES) until the end of 2024, bringing the total number of scholarships to 34,000. Additionally, to address emerging digital skills needs, Google has added four new Career Certificates in English including Cybersecurity, Advanced Data Analytics, Business Intelligence and IT Automation with Python, bumping the total of Career Certificates available to nine.
