การดำเนินงานของเราเพื่อสนับสนุนการเลือกตั้งไทย

ในเวลาอีกอาทิตย์กว่าๆ คนไทยผู้มีสิทธิเลือกตั้งจำนวน 52 ล้านคนทั่วประเทศจะออกไปใช้สิทธิลงคะแนนเสียงในการเลือกตั้งสมาชิกสภาผู้แทนราษฎร Google มุ่งมั่นที่จะสนับสนุนกระบวนการประชาธิปไตยด้วยการส่งเสริมการมีส่วนร่วมของประชาชน ช่วยให้ผู้คนรู้เท่าทันข่าวสาร ปกป้องความสุจริตของการเลือกตั้ง (Election integrity) และสนับสนุนเครื่องมือสำหรับการรายงานข่าวการเลือกตั้งให้กับสื่อมวลชน

การช่วยให้ผู้มีสิทธิเลือกตั้งเข้าถึงข้อมูลที่ต้องการ

ในช่วงก่อนการเลือกตั้ง เราทราบดีว่าผู้คนต้องการข้อมูลที่เกี่ยวข้องและเป็นประโยชน์เพื่อใช้ประกอบการตัดสินใจและเป็นแนวทางในการเลือกตั้ง จากจำนวนผู้มีสิทธิเลือกตั้งทั้งหมดของปีนี้ มีผู้เลือกตั้งเป็นครั้งแรกจำนวนกว่า 3 ล้านคน ดังนั้น เราจึงต้องการให้แน่ใจว่าพวกเขาสามารถเข้าถึงข้อมูลที่เป็นประโยชน์และน่าเชื่อถือ เราได้จัดทำเพจแสดงเทรนด์การค้นหาเกี่ยวกับการเลือกตั้งประเทศไทย ซึ่งประกอบด้วยข้อมูลต่างๆ ไม่ว่าจะเป็นคำค้นหาและหัวข้อยอดนิยม และการค้นหาเกี่ยวกับพรรคการเมืองที่ลงเลือกตั้งครั้งนี้ ไปจนถึงหัวข้อที่เกี่ยวข้องกับการเลือกตั้งที่ผู้คนในจังหวัดต่างๆ ของไทยนิยมค้นหาเป็นอันดับต้นๆ เช่น เศรษฐกิจ การว่างงาน และค่าแรง

ในส่วนของ YouTube เรานำเสนอข้อมูลคุณภาพสูงจากแหล่งข้อมูลที่เชื่อถือได้ทั้งในส่วนของผลการค้นหา วิดีโอแนะนำ และแผงข้อมูล เพื่อช่วยให้ผู้คนพบข้อมูลที่ถูกต้องและเป็นประโยชน์ รวมถึงเข้าถึงข่าวสารและข้อมูลที่เชื่อถือได้ในช่วงเวลาสำคัญ เช่น การเลือกตั้ง เรามีส่วนของข่าวเด่นและข่าวด่วนเพื่อไฮไลต์วิดีโอจากแหล่งที่เชื่อถือได้ นอกจากนี้ เรายังมีแผงข้อมูลผู้เผยแพร่เนื้อหาที่จะระบุว่าวิดีโอนั้นๆ ได้รับเงินสนับสนุนจากรัฐบาลหรือกองทุนสาธารณะ ซึ่งจะระบุไว้ด้านล่างของวิดีโอ นอกจากนี้ ในช่วงเย็นของวันเลือกตั้ง เราจะไฮไลต์การถ่ายทอดสดการนับคะแนนการเลือกตั้งจากแหล่งข่าวที่เชื่อถือได้ในหน้าแรกของ YouTube เพื่อให้ผู้คนสามารถติดตามผลการเลือกตั้งได้แบบเรียลไทม์

ความร่วมมือกับสื่อมวลชนในการปกป้องข้อมูลข่าวสารเกี่ยวกับการเลือกตั้งบนโลกออนไลน์

เพื่อเป็นการเตรียมความพร้อมสำหรับการเลือกตั้งครั้งใหญ่ของไทยในปี 2566 นี้ เราได้จัดการอบรมให้กับพันธมิตรด้านข่าว สำนักข่าว และสื่อมวลชนอย่างต่อเนื่อง ซึ่งได้แก่ การอบรมนโยบายและหลักเกณฑ์ของชุมชน YouTube ที่เกี่ยวข้องกับเนื้อหาข่าวการเลือกตั้ง การอบรมการใช้เครื่องมือต่างๆ ของ Google เพื่อประสิทธิภาพและความถูกต้องในการรายงานข่าวการเลือกตั้งที่จัดขึ้นโดย Google News initiative (GNI) ภายใต้ความร่วมมือจาก โคแฟค ศูนย์ชัวร์ก่อนแชร์ AFP ประเทศไทย และ Punch Up และการอบรมเครื่องมือความปลอดภัยทางดิจิทัลที่นักข่าวได้เรียนรู้ถึงการใช้เครื่องมือต่างๆ ของ Google ในการป้องกันการถูกโจมตีทางออนไลน์ที่มุ่งเป้าไปยังสื่อมวลชนที่รายงานข่าวเกี่ยวกับการเลือกตั้งและข่าวการเมือง 

นอกจากนี้ เรายังทำงานร่วมกับสื่อมวลชนและสำนักข่าวต่างๆ ในการเสริมความปลอดภัยให้กับแพลตฟอร์มออนไลน์ที่พวกเขาใช้ โดยเราได้เปิดให้พวกเขาลงทะเบียนเข้าร่วมโปรแกรมการป้องกันข้อมูลขั้นสูง (Advanced Protection Program หรือ APP) ซึ่งเป็นการรักษาความปลอดภัยที่เข้มงวดที่สุดของ Google โดยไม่มีค่าใช้จ่ายใดๆ รวมถึง Project Shield ที่ใช้เทคโนโลยีของ Google เพื่อปกป้องเว็บไซต์ข่าวจากการโจมตีแบบปฏิเสธการให้บริการแบบกระจาย (Distributed Denial of Service หรือ DDoS) ก็เปิดให้สื่อมวลชนสมัครใช้งานโดยไม่มีค่าใช้จ่ายด้วยเช่นกัน

การจัดการการให้ข้อมูลที่ไม่ถูกต้องบนแพลตฟอร์มของ Google

นโยบายของ Google Ads และ หลักเกณฑ์ของชุมชน YouTube ช่วยทำให้มั่นใจว่าผู้คนมีความเข้าใจเกี่ยวกับแนวทางปฏิบัติแนะนำด้านดิจิทัลและความรับผิดชอบของตนในระหว่างการเลือกตั้ง ซึ่งรวมถึงนโยบายการให้ข้อมูลที่ไม่ถูกต้องเกี่ยวกับการเลือกตั้งสำหรับแพลตฟอร์มต่างๆ ของเราด้วย

ความสุจริตของการเลือกตั้ง (Election integrity) เป็นสิ่งที่ Google ให้ความสำคัญเป็นอันดับต้นๆ เราดำเนินงานต่างๆ เพื่อให้แน่ใจว่าเรามีนโยบายและระบบต่างๆ ที่เหมาะสมในการสนับสนุนการเลือกตั้งของไทย นอกจากการนำเสนอข้อมูลที่มีคุณภาพสูงแล้ว เรายังได้นำเนื้อหาเกี่ยวกับการเลือกตั้งที่ละเมิดหลักเกณฑ์ชุมชนของเรา ซึ่งรวมถึงนโยบายการให้ข้อมูลที่ไม่ถูกต้องเกี่ยวกับการเลือกตั้ง ออกจากแพลตฟอร์มของเราด้วย เช่น เนื้อหาที่ทำให้ผู้มีสิทธิเลือกตั้งเข้าใจผิดเกี่ยวกับการลงคะแนนเสียง หรือกระตุ้นให้เกิดการแทรกแซงกระบวนการทางประชาธิปไตย เป็นต้น

เรานำเนื้อหาที่ละเมิดนโยบายออกจากแพลตฟอร์มของเราอย่างทันท่วงที โดยมีแมชชีนเลิร์นนิงและเจ้าหน้าที่ที่ผ่านการฝึกอบรมเป็นอย่างดีคอยตรวจสอบเนื้อหา ในไตรมาสที่ 4 ของปี 2565 อัตราการดูที่ละเมิดบน YouTube อยู่ที่ 0.09-0.11% และมีวิดีโอกว่า 5.6 ล้านรายการและช่องต่างๆ กว่า 6.4 ล้านช่องที่ถูกนำออกเนื่องจากละเมิดหลักเกณฑ์ของชุมชนของเรา โดยในจำนวนนี้ มีวิดีโอที่ถูกนำออกจากประเทศไทยกว่า 69,000 รายการ ผู้ใช้สามารถรายงานเนื้อหาที่เชื่อว่าละเมิดนโยบายของเรา รวมถึงการให้ข้อมูลที่ไม่ถูกต้อง ได้ที่นี่ 

เรายังคงให้ความสำคัญกับการเลือกตั้งและเดินหน้าหาวิธีใหม่ๆ ในการสนับสนุนกระบวนการประชาธิปไตยทั่วโลก รวมถึงช่วยให้ผู้คนเข้าถึงข้อมูลการเลือกตั้งที่มีประโยชน์และเกี่ยวข้องกับพวกเขา และปกป้องข้อมูลข่าวสารเกี่ยวกับการเลือกตั้งบนโลกออนไลน์ต่อไป

How we are supporting the upcoming general election in Thailand

In just over a week away, 52 million Thais will head to the polls for the nation’s general election. To support the democratic process, Google is  committed to helping Thais participate and stay informed, protect election integrity and support news organizations with tools for election reporting.

Getting voters the information they need

In the lead-up to the election, Google knows that Thais need helpful and relevant information to help them navigate the electoral process. With over 3 million first-time voters in Thailand this year, Google wants to make sure that they have access to credible and helpful information. Google launched a Google Trends Thailand General Election page, a tool that helps surface the top queries, topics, and search interest in political parties running in the elections, as well as data on the top election-related topics searched in each part of the country, such as the economy, unemployment and wages, among others.

On YouTube, Google raises high-quality information from authoritative sources in search results, recommendations and information panels, helping people find accurate and helpful information. And to help them access authoritative news and information during major moments such as elections, YouTube has Top News and Breaking News sections to highlight content from trusted sources. YouTube also provides information panels with publisher context that indicate funding sources below videos from publishers that receive public or government funding. Throughout the evening on Sunday, May 14, live election results from authoritative news sources will be highlighted on the YouTube homepage, allowing people to track election results in real time.

Working with the news industry to protect election information online

Ahead of Thailand’s 2023 general election, Google have hosted an Election Workshop series for news partners, news publishers and journalists, including YouTube Community Guideline Policies Training with focus on elections-related content, the GNI Election 2023 Workshop, in which the Google News initiative (GNI) partnered with Cofact, Sure and Share, AFP Thailand and Punch Up to equip journalists with additional tools and skills to bolster their election coverage, and the Digital Security for Thai Journalists Workshop to equip Thai media with tools to protect themselves from online attacks targeting journalists who cover election and political news.

Google is also working with reporters and news publishers to ensure the security of the online platforms that they use. The Advanced Protection Program (APP), our strongest level of account security for those who need it, is available at no charge to them. So too is Project Shield, a free service that uses Google technology to protect news sites from distributed denial-of-service (DDoS) attacks on the web.

Tackling misinformation on Google’s platforms

The Google Ad policies and YouTube Community Guidelines help ensure that everyone understands digital best practices and their responsibility during elections, which includes  policies governing election misinformation across our platforms. 

Election integrity is a top priority for Google, and we’ve been working to make sure we have the right policies and systems in place to support Thailand’s General Election. On top of raising up quality information, that means removing content that violates our Community Guidelines, which include policies on elections misinformation. For example, content that misleads voters on how to vote or encourages interference in the democratic process is not allowed.

With the help of machine learning and trained reviewers, violative content is removed in a timely manner. In Q4 2022, violative content made up 0.09%-0.11% of views on our platform, and YouTube removed more than 5.6 million videos and over 6.4 million channels for violating our Community Guidelines. Of these, over 69,000 videos were removed in Thailand. People can report content that they believe violates our policies, including misinformation, here. 

Google continues to think about elections and how it can further support democratic processes around the world, including helping to connect people to useful and relevant election-related information, and working to protect election information online.
